Are you basically saying paying for CS/CTRS/CTS?
If so, you basically wouldn't be allowed to do that without the creators permission (and, of course all of the money would go to them) or unless you made it yourself.

Special downloads are downloads that cost TFGrw credits, TFGrw credits cost money or you can win/earn them with competitions, posts, downloads, etc.

There are a-lot of free downloads (A downlaod center with free stuff like RCTgo), special downloads are things really hard to make.

Please note, the website makes you answer stupid questions and you must have a certain amount of text in your ad, so it may look stupid. Plus I had to put fake cities and stuff.
