its a folder with cs packs that are used for one Cingular theme, for minecraft they are called a mod which is an upgrade for minecraft that adds items for one specific theme.

Two questions.
1. In RCT3, wouldn't a mod be a modification which is Custom Scenery? or CTR's and CFR's?
2. What's a cingular?
