Pause the game when the peeps are on steps.
Delete the steps.
You'll hear them scream.
Replace the steps.
Unpause the game.
Watch 'em drop.

Ah, ok.
I had people slip away without doing that once, between 2 pools, a wooden piece of stairs. They walked on and fell, only 1 managed to get on top.
