Did you make sure when you open the folder that you see
"common" + "unique" + "(title of scenery) folder" ??

the common and unique should be an .ovl file, the *title of scenery* folder should contain .ovl files.

I believe the *title of scenery* folder can also contain others folders, which are named after the part they include, which have I believe 2 .ovl files.

Just download it again, if you notice that it begins slow and zips to the end halfway through in a milisecond it's a downloading prob.
