Font - I'm really bad at these, something cartoony? whimsical?
Subtitle Font (Only if there is a subtitle) - maybe a cursive font? Something classy?
Type of Design (Banner, Icon, Logo, background, etc) I want to make a banner sign.
Theme Cartoony
Things to include The Pink Panther cartoon character and something Rollercoastery. Is that a word? Probably not.
Copyrighted? I'm sure it is. But it's just for my game. Will they lock me up?
Extras! Can't think of anything?

Photoshop is a paid software.
I got it legally but you can download it for free via torrent or crack.
But bear it in mind that torrenting/cracking software is illegal.
