well you can start by getting some nice cs sets, go to shy guy's depot they got some stuff there

Place an extravagant pool complex with several rides emptying into the pool. Add standard water rides (water coasters, water themed flat rides) around your park and when following Dorney’s suggestion download beach, pool or ocean themed CS.
For a tropical theme gently landscape with lots of duned sand, palms and tropical plants. If your water park is located at a mountain lake you’d want to use steeper landscaping with deciduous trees or conifers.
Don't forget to choose the correct weather and background in scenario editor!

Look around online for inspiration. Then from there, it's usually a bit easier!
