Ok so I have been watching tutorials like crazy before I start my park, and had a question about the use of path covers without paths beneath them.
In one tutorial I saw, as the park was being built, no actual paths from the path interface were being laid down, but as the park grew you would see the peeps walking in those sections. So here is the quandary; will the peeps walk thru the park following the path covers you laid out, or did I miss something somewhere. I thought the only interacted with the scenery that was included in the game itself and that CS was just window dressing.

No, the guests will not walk on path covers. It's likely that in the video invisible paths were used and then they in turn were covered by the path covers you saw. Invisible paths come as CS and are not included with RCT3.
