I tried to search these packs in Google , CS Depot, RCTGo , everywhere.

The pack(s) are namely:

001 Xistics WallsÂ (there is one in the wall section (the red brick wall) and one in foliage)

I think this is the set you are looking for...It's probably part of this set. Sometimes scenery items can be found in different places in the game. I've used this set many times and it's just not under the wall section.
