If I were a betting man, and I'm not, but if I was then I'd be willing to bet that most of - if not all of - the things you've listed have already been made as mods. ShyGuy's World has a section denoted as CSDepot, where you'll be able to find just about anything you're looking for there:

As for an official expansion, these are cool ideas, but RCT3 is not only obsolete at this point but Frontier also has Planet Coaster out and in full gear.

RCT3 has stood the test of time because people were aloud to make mods for the game and people didn't get bored. So in my opinion, RCT3 will never be obsolete because I've seen people still create new mods for the game. Not everyone enjoys playing Planet Coaster and you need a powerful computer to play it. fyi: Planet Coaster is $44.99 http://store.steampowered.com/app/493340/Planet_Coaster/ for the base game and has 5 available paid dlc. So if you want all 5 you need to spend another $30.95. You really want to spend $75.94 + tax and hope it will run on your computer? People report having issues running the game https://forums.planetcoaster.com/showthread.php/30972-Game-Won-t-Run so just do your research before you invest that kind of money. You can build the park you want with RCT3 and the mods on the Custom Scenery Depot Website http://www.customscenerydepot.com/index.php without having to spend all of that money.

Even though RCT3 still has its fan base, no more money will be invested in it. That ship sailed over a decade ago. You will have to rely entirely on custom content for these rides, which isn't so bad considering that expansion packs cost money and all custom content is free.
The downside is, very few people are still building custom rides in RCT3, so you're essentially limited to what already exists on the Custom Scenery Depot unless you can find someone willing to build some for you.
If RCT3 can hold out long enough for someone to figure out how to turn it into an easily-accessible open source game like OpenRCT2, we could eventually see a resurgence in popularity.

RealTycoon3 is still making custom tracks. They already made a Twisted Cyclone Custom Track and they're currently working on maverick, mean streak and mega zeph
