In the sandbox, is there any way you can expand your park area so you can add hotels, parking lots and more coasters etc.

I do not believe so. You can make a scenario that has everthing unlocked and with limitless money to build your park.

If you're talking RCT2, you can using some of the cheats available in Open. But I have a feeling you're discussing RCT3.
