Well you can user Alt and Tab to scroll between open windows, or press the start button to show the start menu and desktop.

There might also be an option to play RTC3 in windowed mode, although I'm not 100% sure.

As mentioned above Alt + Tab (can also Start + Tab for Vista Aero users) or on the Game Settings of Options menu deselect the Fullscreen option.

Bear in mind though that having rct windowed may make it lag in XP and its pritty much definate that it will lag in Vista. Id suggest that if you play it windowed. to hide your taskbar and all other running programs and if your using vista close the sidebar.

I have Vista and the Steam version of RCT3 runs just fine.
You might want to check the official forums for information on your input device problem. Also, make sure your graphics device drivers are up to date.
Most of the time Vista is not the problem, so always check drivers and third-party software first.
