When i say not fully working, i mean i have lag spikes every minute. It occurs a lot when i am building coasters and pools. Its livable when browsing and watching over my park, but when you're trying to build a masterpiece it really is annoying.

What kind of graphics system do you have? Chances are if you use one of those built in intel graphics accelerators, RCT3 will overwork it.
