You put a picture in Documents/RCT3/Pictures after you did this:

Then choose the picture in the game.

if you want RCT3 billboards, just save the pic (dont mather where you save it) than click on the billboard icon in RCT3 and find your saved pic, than choose tha kind of billboard u want.
