I dont know why it does that but it happens to me alot too. It happens with that same CS set!

That set has a corrupted file. Ask somebody that has a working version or you'll have to use a different set.

It's also because you installed a CS set incorrectly. Make sure you read the ReadMe file that comes with the ZIP or RAR file.

I found it was happening because there is an extra file within the custom scenery folder. When you open up the custom scenery file within the Themed file there should be a file labelled "Share" a file labelled whatever the scenery pack is called ie "shy-Main Street Set 5" and 2 OVL files- one called style.common.ovl and another called style.unique.ovl. If you open up the custom scenery file and there is just a file than within that file is the above than you have a sub-file issue and you just need to unpack it.
ie step #3 should not be there in this example- you should go straight from #2 to #4.
