Does anyone know of a path cover set that works on stairs? I can't find any.

Try Shevek's Floor Blast. It has path covers, stairs, diagonal stairs, curved stairs, ramps, and curved ramps. Unfortunately it only comes in a cobblestone texture. Also, a less versatile set that has diagonal and regular stairs and covers, but it has a concrete texture, would be Pat and FD7's Safety set.
