The program files (X86) folder has files which can all be shared due to mainly being add-ons.
The program files regular folder contains files which can't be shared due to being main parts of the OS. if you put regular program files up, you could be hacked.
so yeah, you can share your atari folder without harming your PC or breaching the law. I found this after quite a bit of research.
