Thanks for all of your tips and suggestions. I found another video on line that helped as well. I installed the cs wall and it loaded right in RCT3 Platinum. Now I just need it to be placed right. I'm just happy I finally got the first step to work.

So i am able to make basic scenery walls. but I can't get them to place where I want to in RCT3. How do I do that?
