I don't have another computer, and to be honest, the disk does have it's fair share of scratches.
EDIT: I now have a DOWNLOADED version of the game, and I STILL get the same problem! This is very frustrating.
I still need help with this.
Try temporarily disabling your antivirus software then try running the game.

Or just
download it from Gamehouse Games. Hope this helps.

P.S: Gamehouse Games is more reliable than any other website.

A lot of people have had problems correctly installing RCT3 while their AV software was running.
It is safe to temporarily disable the AV software while installing. You can generally set the AV software to resume after a certain period of time or after a re-boot. As long as you are not going crazy online while you have it disabled you will be ok.
Uninstall the game again. Disable the AV software. Re-install the game and try to play it. Then you can restart the AV software.
Sometimes AV software can see a RCT3 file as a virus and it will delete or quarantine the file causing the game to not work.
Just try downloading it for Gamehouse. Like I said, it is more reliable than any other website. Or maybe your computer doesn't have the right requirements. Or you can call Geek Squad.

I meet the minimum requirements.
