I don't know if I am exactly right on this but...I think a winrar file is a file that usually needs to be extracted. After which you'll see what file it is. I have downloaded some custom scenery that were
rar files and used winrar to extract the file. Then I was able to use it in RCT3. Not sure if that will help.
