I have watched a few demos on youtube on how to fix the billboard issues. Has anyone gotten them to work on Windows 8 or 8.1? If yes, please let me know how you did it.

I got also windows 8.1, it works when you make a folder "my pictures"in the my documents folder.
look what there is standing when you pick a billboard. Make the same link... it`s something like c:\\user\yourname\document\mypictures.....

on how you got the billboards to work with your system Windows 8.1?
It didn't work with Blu's link and I was a little confused with what you wrote.
I am able to access command prompt, but haven't used it really before this.

click on the bilboards. you will see the link where the program is looking for.
Recreate this link in your folders.
So make a new folder with the title my pictures in the documents folder. Then it will be ok.
Yours is different ofcourse, bas123 is my user name.
