If i am right, than RCT-3 creates allways bmp. files for screenshots.
But you can open the screens with an graphic-program or image-viewer like Photoshop or IrfanView
and than safe it as .jpeg/.png or any other format that you want.
And i would recommend to adjust the colors via "auto color adjustment" option that most of these programs have, to become a bit better/clearer looking screen than this comic ingame style that RCT3 has.

I am using windows 8.1. Paint (not the best quality for jpeg output) came with the system. It's not the best program and you can't do a lot with it. However, I do use it to change the screenshot to a jpeg file. If you want to be able to do more, I know there are image editing software programs online.
If cobra mentioned a program, I would probably stick with what he said, I just wanted to give you a few more options.

Don't use gimp, I tried downloading it and my computer did not like it and it blocked

So something might not be right with the download. I would stay away from it.
