Chichen Itza is a major improvement over Quetzlcoatl. The indoor portions at the beginning are especially well-themed, and most of the bare terrain beneath the ride is not visible this time. Some of the land and rocks directly underneath the track go right through the track. Still, it's the most complete out of all of the entries, so it received the vote.
Charybdis has a nice smooth layout, and I know from experience that even a conventional wood station in NL can take some time to get right. Layout is important, but it isn't everything. At least there's an explanation for why it isn't themed.
Ultimate Arrow does look like an arrow coaster, from both its layout and its supports, but there isn't much additional scenery other than the same type of tree hundreds of times. If there isn't going to be some sort of building over the station, at least put one over the plain, unpainted paths so that guests don't faint during a hot crowded day. Not that they do that in RCT3.
Scarlet - Queen of Villains looks like a killer ride. Literally, that tiny zero-g roll directly after that massive top hat looks fatal. Scarlet is a merciless queen because even if you survive her deadly trap the first time, you'll still have to go through it backwards traveling fast enough to get through the top hat again. This is why Scarlet is the Queen of Villains.
