Do we have a rule about bumping threads? Recently quite a few people have been bumping some old threads.

If it's something that's time-specific, then yes, bumping is not encouraged - this includes things like the Exchange or help questions, where, unless you're the person sharing your works or asking for help, bumping an old thread doesn't make sense. If you're bumping something that's just a general discussion, though, and you're just reviving the thread (and it won't be awkward - the original point of the thread hasn't become irrelevant), then that's generally okay.
