not going up: how do i get the park value to go up ? thanks

Add rides and open them, add anything that is worth money. Try your best to make people happy. Go to the peeps list and find out what they're thinking. If they are complaining about needing to go to the bathroom, put more bathrooms.

Also, hide everything in the game except peeps and check to make sure you don't have a huge group of them lost somewhere, or hundreds of guests on one tile waiting for group. This would also bring your park value down.

I've never used this particular cheat but try renaming one of your guests Ander Gillett. This will supposedly increase the value of your park although I don't know by how much. Let us know how this cheat works.
