Once I download a file, how can I use it in my park? Where do I put it? How do I access within park?

Put it in C:/Documents and Settings/[user name]/RCT3/Parks
You can open it by loading a sandbox park from main menu > parks (or whatsoever, first button) > sandbox > load/open.
