I’m sure if Atari could have made more money from the game by including the ability to customize it they would have, but
a. they were more concerned with getting as much of it done as they could while at the same timereleasing the game in plenty of time for 2004’s Christmas shopping, and
b. the fact that they invented their own file extension for in-game data files indicates this was never their intention.

When I first opened some of the custom stuff in the menus I felt the same way. This is a particular problem with a scenery set that’s been written in a language other than English. However, this comes with the territory. Rather than have menus written in English with preview images that might be there at the expense of scenery quality I would rather have all the fabulous scenery created in the way the artist feels best creating it. Creating custom content is a lot of work and by the time the custom artist has gotten through with their set I’m sure all they want to do is make it available for download. Lately though I’ve begun to notice a tendency for the artist to make a note with the first release that the set will be re-released at a future date with the preview images. And if the custom artist doesn’t speak English then that’s my problem.
I have a third-party clip board application that, while I’m scanning through the scenery menus, I use it to take pictures of the scenery I know I’ll want to come back to. If you do this, then the language doesn’t matter. Save enough of these images and you’ll find you need to file them in some order. Having done that I now have my own system that’s tailored to my own needs, doesn’t include items I’m not interested in, has preview images and is in English.
And I have every tree, bush, shrub, hedge, every blade of grass and every sprig of ivy clip-boarded and filed so I can find something I like right away rather than try and remember which set I saw it in six weeks ago.

Then you'd be wanting the RCT3 fixes, otherwise known as patches. If you’ve got Wild! installed don’t bother with any Vanilla or Soaked! patches. Most of the patches come as an .exe file replacement to launch the game. If you’ve got the no CD crack then you can’t use the .exe patch. – or you can get the .exe patch and go back to using CD to launch the game.
