RCT3 Custom Billboards Help

Can somebody help me? I can't figure out how to do Custom Billboards, I've tried putting images for the billboards in the RCT3 Pictures Folder or just left them in my My Pictures Folder, but the images don't show up for the billboards. PLEASE HELP!!! Eek

theres nothing you can do if you have any thing newer than windows 7 cause the directories got all screwed up
