Does anyone know where to get a cs set to make roof like this?

In my experience no one CS set will do it all. I would suggest a medieval set as they seem to come with roofs like in the picture. If you wanted windows and soffits/cornicing like that that would be one of the Shy Main Street sets.

You might find a spire similar to the illustration in one of Pat's Efteling sets but be prepared to search hard for it. Pat's sets are huge, not illustrated with icons and not written in English but they contain some great stuff and are well worth the effort of finding the right piece.
