If your computer is running Windows Vista you have to do a fix. When searching for RCT3 billboards on Youtube that is pretty much all that comes up.

Buy Parallels or VMware.

Also, I made an easy-to-use guide for the billboard fix here:

For those using Vista who have already fixed the billboards issue and for those using XP the video file simply needs to be linked to the billboard as if it’s a still image. Open the game, select the billboards menu, choose a video, select the billboard and there you are.

Ordinarily videos over 2MB are not supported. Although the Alvin Swazonegger cheat is supposed to get us around this, on my system Alvin will only load the large video files onto the billboard but once loaded they will not play or display on the billboard – there’s just a still image showing lots of rubbish horizontal lines. Perhaps this is only my system and someone else has had success with large video files actually playing in their game.

You can place the videos you want to use in with your RCT3 billboard images in My Documents\My Pictures or you can use the folder of your choice and then use the in-game billboard browser to find your RCT3 videos folder. I put my RCT3 videos and still images all in the same folder as it gives the game less to do and me less to remember.

Videos can be successfully loaded onto billboards from the billboards menu or from billboards located in the various the scenery menus. Videos do take a few moments to load and during load will give the impression the game is hung and frozen but that will pass in a few moments. The larger the video file the longer the ‘freeze.’ Once it’s on the billboard and playing the video will be low-res and laggy. The videos in RCT2 were much better than this.
