The "Upload Attachments" button is located between "Options" and "Preview Post" in the New Reply window. You have to click the "New Reply" button to see it, as it doesn't appear in the Quick Reply box.

You could also follow Drew's suggestion of uploading it to a site such as imgur that will supply you with a link.

It should work if you change it to a .jpg file. Often .bmp files aren't supported.
