On the second level, I can't seem to be able to build raised paths of my own anywhere? Does anyone know why this is. I first noticed the problem on purchased land, but seems to be everywhere aswell..

Sorry no clue. Maybe the scenario doesn't permit it or it could be a bug.

Make sure you hold the "Shift" key down if you want to build a raised path. Hold the "Shift" key down, and drag your mouse up, just like how you build a rollercoaster off the ground.
