I have just installed RCT3, RCT3 Soaked, and RCT3 Wild with updates.
My current version is 3.2.8.13

Error message "Your Graphics card or drivers do not meet the minimum requirements to run this application."

Any help would be greattly appreated.
I am also running RCT3 on a older P3 866 with no problems.

Thats weird. Maybe try re installing RCT3. Do these errors during installation or in the actual game?

The error only occurs during start up. I only get the error message. No start up screens. then It shuts the program down.
