Is there is a particular trick to this to make it work or is it a broken feature? I click and drag the mouse, but it seems to not work on most tiles. I can't get rid of the little cliffs around my shops and paths.

Perhaps a few screenshots to demonstrate what the problem is. I use the Snap Terrain function without any problem. Its not perfect, but it does work.
