By default, when the installer installs your game it will put a folder called My Pictures in your My Documents folder. If that folder is not there you can create it yourself by placing a new folder in My Documents and naming it My Pictures. Place the pictures you want to use in that foder. Shut the game down if you haven't already done so and then restart it. You should see your pictures available for use.
Images for billboard use should fit comfortably (not precisely but without obvious distortion) into ratios of (h x w) 1 x 1, 1 x 2, 1 x 4, 1 x 8, 2 x 1 and 4 x 1. If you're using the in-game custom stalls those billboard images will need to fit comfortably either in 1 x 2.5 or 2.5 x 1 ratios.
Of course, one needs to actually select a billboard before any of the images available will display. You can always change the billboard you want and the image you want on it before placing it in the park.
The game engine seems to put a low priority on the billboard images. In a huge park that's maxxing out your CPU, RAM, graphics card and game engine, RCT3 will occasionally drop the link it has with a small percentage of the images you have placed on your billboards (about 10-20% in my experience), and will at such times also have trouble identifying the images you have placed in your My Documents\My Pictures folder, listing the images as “unsuitable.†This is a temporary problem and when this happens you will need to replace the image on the billboard after the next time you start the game (the image won't re-link on its own). Although as mentioned the game has temporarily indicated the images in your folder are unsuitable your images are just fine and can still be used.

You don't even need to restart your game, you can put pictures all the time.
