whenever i click download on one of these, the download comes in the bottom corner and when i click on it,it has the same error. "This archive is either in unknown format or damaged" I try to open the .DAT and .POOL files with winrar, and winrar is not the problem,the downloads are,why arent any of them working?

The .dat files should be placed in Documents/RCT3/Parks. The dat files have information on a park.

As for the .pool files, it should be placed in Documents/RCT3/Pools. You can click the pool menu on RCT3, then select the icon that looks like a folder with an arrow, then select the pool design you want.
